I think this needs to be included irrespective of what upstream decides.
My specific problem was that I use the change_passwd plugin; during the
recent security update the patch was reverted thus breaking my
squirrelmail install.

Since, as you say, the compatibility plugin doesn't do anything but
provide an older interface for plugins there is no harm in having it
installed in Debian's squirrelmail.

Particularly given the long lifetime on a Debian stable release over
time it is more and more likely that plugins will require the
compatibility plugin.
