The #mumble IRC channel on irc.freenode.net would be a good place to ask about
this -- there are users there familiar with PulseAudio issues that regularly
help with them.  I think I may have heard about this specific problem before in
the IRC channel, though not positive.  I have not seen this issue myself on
Stretch or Sid.

I also have not had issues with PulseAudio in general, and unfortunately I have
not delved into PA enough to be able to troubleshoot audio issues with it at
present.  I see you have AppArmor enabled (which is cool to see); check the
AppArmor audit daemon log to see if there are any blocked actions that might be
related to Mumble and/or PulseAudio.

Another option worth trying is the Mumble 1.3 package in Debian Experimental,
since you've already got that repo enabled, to see if Mumble 1.3 fixes this bug.
 I'm also mentioning this because Mumble 1.2 is dependent on Qt 4, and Qt 4 is
due to be removed before the release of Buster -- so Mumble 1.2 is close to
being removed.  Mumble 1.3 doesn't have a stable release so I can't upload it to
Sid, and upstream development of Mumble 1.3 has come to a near standstill.  I'll
maintain a snapshot in Experimental until there's a stable release to upload.
If the Mumble 1.3 snapshot in Experimental fixes this, let me know.
