It's indeed about Dutch l10n style guidelines. We try to be in line with the Dutch translation team at translationproject.org where most of GNU software translation is taken care of. As a guideline they use the infinitive for the translation of man pages and commands. I noticed that the old translation of apt-listbugs was using the imperative instead, so I switched to the infinitive.
