In the interests of avoiding inaccurate information, this bug was actually
the other way round: the previous e2fsprogs version didn't work on a
non-usrmerge system if built on a usrmerge system.

usrmerge OK OK after #914087 was fixed

non-usrmerge OK OK
(Bugs similar to this one are usually this way round.)
