That's not true:

    mattia@warren ~ % dpkg --compare-versions 12~bpo9+1 gt 12~ && echo true
    true

The issue back then was because people used "debhelper (>= 11)" without
the trailing ~ (I know I didn't as well, and I keep not using it tbh).
