This error in reproducible looks pretty different (it is also not a hang)
from what you reported.

ValueError: Unable to determine the name of the local timezone -- you 
must explicitly specify the name of the local timezone. Please refrain 
from using timezones like EST to prevent problems with daylight saving 
time. Instead, use a locale based timezone name (such as Europe/Helsinki).

So this can be reproduced with
TZ="/usr/share/zoneinfo/Etc/GMT+12" dpkg-buildpackage -b

This can likely be workarounded with "export TZ=UTC" in debian/rules.

In any case it would be good if the package would be uploaded source-only,
since this would have made it easy to see whether it also fails on the
buildds.
