Following the procedure doesn't mean that we take every list. We decide on
several points:

- interest - are enough people interested in the list to make it worth the
  work
- topic - is it on topic? l.d.o is usually about debian et all, which means
that for example a generic -ci list is on-topic whereas salsa-ci is by far
  too special.
- operating costs - some lists need more attention than others

In general we want to provide a common listservice for generic topics
affecting the whole project. Every list needs ressources (technically and
resource wise), therefore we a picky on what we accept.
