Those ENABLED flags are a sysvinit anachronism and its usage is discouraged (I would go as far and call it an anti-feature). Simply use "systemctl disable dnsmasq" to prevent it from being started during boot. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
