Hi,
stretch-backports has python-urllib3 1.24 since quite a while, see:

I've just verified that installing netdata with:
sudo apt install -t stretch-backports netdata
on a stretch system with stretch-backports added to sources.list works
flawlessly, therefore I'm closing this bug.
If you still have an issue, feel free to reply with more information
(how did you install it, how does your sources.list and pinning look
like, etc.) and we'll might help you with it.
