I updated my phpmyadmin version at Sid to 2.8.0.2-Debian-1. Now I would add a 
new user with all rights on one database.
I selected the database and clicked on "select all" ( or however in english, 
I'm using the german version ), after that,
phpmyadmin didn't select all boxes, he switched up to the list of users and 
selected there all users. strange.
