i setup 5.1.7 with "configure & make &make install" and works only by set a custom rule in the init script (without use systemd) so seems (i'm not sure) if are a upstream problem. i solved backporting my own packages at https://build.opensuse.org/package/show/home:vegnuli:voip/kamailio51 and force user/group to kamailio, then customized a chown command after run the script... i cannot provide more details due now are improduction and i have not time so i already give my 2 cents, due must configure a kamailio with more more modules and customized features and asterisk integrated to see.. due kamailio per see does nothing!
