flatten_arguments was added in python-crank 0.8.0 and the setup.py
install_requires has 'crank >= 0.8.0, < 0.9.0'.
This also breaks building turbogears2-doc (#922263) which is definitely RC
but I don't know if this can be considered RC for python-turbogears2
itself.
