Indeed, this seems to happen with quite some sites, probably due to disabling legacy crypto algorithms. I can reproduce this with dillo on Debian 9 Stretch as well as on Sid/Buster. It has been reported upstream already at http://lists.dillo.org/pipermail/dillo-dev/2018-December/011100.html and said to be fixed upstream in the development branch, probably by having switched from OpenSSL to MbedTLS (also already in Debian).
