Hi,
It is easy to say:
It should work out of the box
But if this involves security concern, it is non-trivial thing to do as
a Distribution. Also, we don't limit web server to be apache only. So
running trigger to enable CGI is fragile for such case and automatically
activating module is bad idea.
But we also have to make it easy for user to activate CGI.
So touching up documentation and d/control is a realistic approach.
Thus I am pushing to update documentation since this is safe and
non-intrusive.
