Since libpcap0.8-dev should be available in jessie, I suspect the cause 
for this issue is that the apt cache for some reason wasn't populated - 
see https://bugs.debian.org/636919

This is supposed to be fixed with https://bugs.debian.org/630591 which 
should be solved in jessie.

Do you use plain jessie or some parts in unusual versions?

Do you use some form of container or chroot?
