Hello! I've extended our automatic testing system to test for MariaDB 10.1.38 (in Stretch) fresh installs just to be sure, and it passes as expected: https://salsa.debian.org/mariadb-team/mariadb-10.1/-/jobs/152301
To debug your case I would need to understand what your "fresh install" is so I can replicate it.
