This should either be a completely new source package, or be into libreoffice-dictioanries (which is probably best). For the latter case, you may ask on https://bugs.documentfoundation.org/enter_bug.cgi?product=LibreOffice (use "linguistic" as a component) asking them to include that particular dictionary in the pack. I'm not sure on what would be the best name for this particular dictionary, ru-yo or whatever.
