With etckeeper on a laptop that often is taken around to different networks,
I see lines like these on apt-get --purge dist-upgrade all the time:

[master 48dee15] saving uncommitted changes in /etc prior to apt run
[…]
 create mode 100644 
cups/ppd/pr_bn_1og_Brother_HL_L8250CDN_Laser_Colour_Duplex_172_2.ppd
[…]

So, these files are autogenerated and not created then changed by the
local admin. (They are also automatically deleted). There’s a place for
such files in the filesystem standard, and it’s /var/lib not /etc.

Please move this stuff out of /etc, TYVM.
