I have pushed the above commit in a separate branch called "buster" in the repository so that we can get approval from the RT without the superfluous docs changes. I have opened an unblock request for this in #928092 and will upload the fix as it stands in salsa once it's approved. The debdiff lives in that unblock request as well.
