invoke-rc.d rsyslog rotate is *not* used in /etc/logrotate.d/rsyslog
It is used in /usr/lib/rsyslog/rsyslog-rotate as a fallback when systemd
is *not* used, i.e. sysvinit is active. The sysv init script still
creates a pid file. See /etc/init.d/rsyslog.
