Can you please show the output of `apt-cache policy gdb`?
Note in my system I see, expected, output:

/usr/lib/x86_64-linux-gnu/libpython3.7m.so.1.0 (0x00007f4373f0e000)
zumbi@duoxiangshi:~$ LANG=C apt-cache policy gdb
