At the risk of asking the obvious: Did you try to rebuild the chroot from scratch and see if it still happens? (In other words: Is it reproducible?) I tried this: apt-get build-dep debian-installer apt-get install debian-security-support in an up-to-date sid chroot and nothing strange happened. Thanks.
