Hi!
As sad as it is to bury such a project, I think the next Debian
release (Buster) should not ship with the Limba bundling system, and
the package should also not be available in unstable anymore.
The design of Limba neeeds some major changes in order to be viable in
future, but the purpose it was written for is nowadays largely covered
by Flatpak which has much more manpower behind it.
Limba ships a few security-relevant components, including a suid-root
binary, and having that not properly maintained isn't good at all and
shouldn't be in a stable Debian release.
All rdeps of Limba have already been adjusted, so removing the package
should be easily possible.
