I can't reproduce the problem in a buster VM. systemd-journal-upload.service uses DynamicUser, so it is not necessary to allocate a static system user. Do you have libnss-systemd installed? If not, does it help if you install it? -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
