For the case of "fonts-ipaex-mincho", "apt-get install texlive-full" installs "fonts-ipaex-mincho" and "texlive-fonts-recommended" by the dependency. Then the "postinst" in "texlive-fonts-recommended" runs "update-texmf-config map", which in turn runs "mktexlsr". That's my understanding.
