Problem:
Unlike the exuberant-ctags Debian package, the universal-ctags
Debian package lacks "Provides: ctags" in debian/control

Currently following packages depend/recommend/suggest on ctags
which is now only provided by the exuberant-ctags Debian package.

Proposed solution:
Add "Provides: ctags" in debian/control

Note:
Update-alternative is already taken care.

Rationale:
After all universal-ctags is a fork of exuberant-ctags.
