I am not sure about this. The current mechanism of using the
llvm-targets file was introduced in version 8.4.1 [1] replacing the
previously hard-coded data layouts. So the faulty Debian patch was
introduced during the buster development cycle.

It is a bit big, but if everything goes well, it should be painless
(i.e., just schedule the binNMUs).

In order to use experimental, we will have to prepare source-full uploads
for 1017 packages, right? I am not familiar with debomatic, could you
please elaborate on this?
