Are you able to reproduce this issue on a pure Debian system? It might be specific to Raspbian.

 * What exactly did you do (or not do) that was effective (or ineffective)?
   Tried to get rid of systemd-tty-ask-password-agent. But this did not help in 
any way.

 * What was the outcome of this action?
   chronyd is started.
   "systemctl start chrony" waits until it times out on waiting for 
"/bin/systemd-tty-ask-password-agent --watch" to finish.
   chronyd is shut down by systemctl.

Could you please show the output of the
`systemctl status chrony.service' and `journalctl -u chrony.service' commands?

Any update on this?
