Additional info:

Just after submitting the bug report above, I purged SDDM and then reinstalled
it.

Now starting a parallel user session works just fine.

This leaves the question what happened when upgrading from Stretch to Buster,
since I did not make any changes to the config, except allowing my standard
user to be logged in automatically. I did this this with the KDE-tool KDE-
config-SDDM.
