Thanks for the detailed bug report. Both versions in unstable/buster and experimental are not affected as they carry the above upstream commit, so marking the fixed version accordingly. In case we make another stretch stable release, I will take this patches into consideration. Whether we make another stable upload for network-manager is not decided yet.
