The net result of this problem is a server that is not reachable after a reboot so it can certainly be argued that it's worth documenting. It could be a debconf prompt that happens only when systemd-networkd is active and when ipv6 is disabled, but TBH the time spent in writing this code would be just as well spent backporting the upstream fix. I do believe it's worth a point release fix. Unfortunately, I don't have any spare cycle to spend on this issue... I invested a lot of time in debugging it already.
