The _apt user is used in stable, and various Ubuntu LTS, and so far, nobody cared about us creating it dynamically. The only sensible option long term would be to migrate to a different user I guess, and that sucks, because the user name is nice. But this is a long-term effort, and not something that will take place in the short term.
