ntp in Buster is not started anymore with the initscript
/etc/init.d/ntp, but with a system unit. The file is in
/usr/lib/ntp/ntp-systemd-wrapper .

You can either change this file (which will not be update-safe) or
remove /etc/dhcp/dhclient-exit-hooks.d/ntp which is the hook script
responsible for gating the information from NetworkManager/dhclient into
the file ntp is reading.
