A URL without any comment is a bit laconic.

What do you mean?
That I should add an OpenSSL linking exception to the GPLv2-or-later
license of apt-listbugs?

It's not that simple: please read the [bug log] I have already cited.
Especially [message #45], which states, in part:

[...]
| apt-listbugs is GPL-licensed and loads a number of
| GPL-licensed Ruby libraries
[...]

[bug log]: <https://bugs.debian.org/792639>
[message #45]: <https://bugs.debian.org/792639#45>

I cannot grant a linking exception on behalf of other copyright
holders, and I am not the sole copyright holder for apt-listbugs, nor
do I hold any copyright in the other GPL-licensed libraries loaded by
apt-listbugs.
I should ask all those other people for that linking exception,
something which I am not going to pursue.
Moreover, I do not want to grant that linking exception myself.

On the other hand, if you meant something else, sorry for
misunderstanding you, but please try and be more explicit.

Bye.
