There is a branch in Git to switch to sphinx:
https://salsa.debian.org/ftp-team/dak/tree/sphinx
Though obviously it is in an early stage.
I don't think we need to block removal of epydoc from unstable/testing
with this: we already use the CI system to build the documentation and
can use an older Debian release until the switch happens.
I also expect more breakage in unstable/testing anyway due to the Py2
removal...
