That gives no statement about the actual used license, and no rights for
anything. Undistributable.
If you get that fixed you also want to fix your debian/copyright file,
you miss that multiple files have LGPL, not only GPL. You need to list
all (C) holders and licenses...

imporve your copyright file even more.
