It seems that message #19 is on the right track it's only effecting non root users.
I now have two systems with this stopping a service from starting but when i run the command as root it works ok. This was the command used : iptables -t raw -L One system is a new build the other an upgrade both with the same version of iptables 1.8.2-4 and the same issue iptables hangs with high cpu usage.
