I which environment did you see this? Did this happen while installing Debian with the debian-installer? Could you please validate, if you can find those Russian and Spanish strings in this fi.po file? https://salsa.debian.org/installer-team/console-setup/blob/master/debian/po/fi.po (I suspect that file contains correct Finnish, but just to make sure.)
