No, you are definitely not using Debian 10.

You are using what is the development suite for what will become Debian
11 in some years.

I can't parse that. What do you want to say? What is your theme? Did you
switch LO to hicontrast or something? What desktop? More information,
please.

At least here in a Debian sid VM (on amd64) in GNOME it looks OK.
