Forgive me. Our original idea works great. There is no way dpkg-buildpackage can do its job, and keep the source and the installation packages (the name binary is a misnomer) together, without producing a *.changes file even though it is unsigned. Lintian also could not analyze both in context without a changes file, even though it is unsigned and not intended for upload. May I please merge !246?
