Of course it is possible to first open a bug report and then attach a patch.
Or just post the patch and don't NMU in the first place like I proposed.

I am trying to handle the work of others as respectful as I can. Also I don't
want to do work twice. I expect you have built and tested vatnumber before
uploading. I would have to do this once more. Therefore I am *not* interfering
with your upload. Nevertheless I ask you to propose your changes in future
first before NMUing, I am glad to receive patches. The NMU like that causes for
more work than a patch would have been.
