While trying to use grib_set command (coming with libgrib-api-tools package), I got some issue with missing libraries. In my case, /usr/share/grib_api/definitions/boot.def was missng but the whole /usr/share/grib_api/ is needed to work properly. As /usr/share/grib_api/ content is the same (or equivalent) as /usr/share/eccodes/ coming with libeccodes-data package (dependency of this package), I suggest to add a link to it.
