Could you please apply this patch to Emacs 26.1 in Debian 10 (buster)? Emacs 26.1/26.2 fails to load the GNU ELPA repository at <https://elpa.gnu.org> because of this bug, though there are workarounds such as disabling TLS 1.3 by gnutls-algorithm-priority. Thanks, -- Tatsuya Kinoshita
