Apologies for taking this long to respond.

This dependency is not entirely necessary from a runtime perspective,
however I do not know how to keep it out of python3:Depends from
debhelper, and it is definitely needed for build-time dependency as
it is literally used for "project build reasonableness".

So, this bug is going to have to stay around, but if anybody knows
how to do that, let me know and I'll drop it from the runtime deps.
