In Kali we have even more reverse dependencies that have not switched to Python 3 yet. I would really appreciate if you could restore python-scapy for a while... But if you don't do that, please at least drop the "Breaks: python-scapy" and keep only the "Replaces: python-scapy", this one is enough to take over /usr/bin/scapy. Right now with the "Breaks: python-scapy", you can't keep around python-scapy if you want to install python3-scapy and that's really counter-productive for the transition on user's side. During the transition on their machine, they need both packages installed at the same time and this situation will last a while for Kali users since we have many reverse dependencies not yet updated.
