Indeed, I had to persuade aptitude to upgrade elinks anyway and thus get
rid of libperl5.28 and perl-modules-5.28 as part of the perl 5.30
transition.  I don't recall getting hit by this in previous perl
transitions, but the bogus Recommends has apparently been there since the
introduction of elinks-data in version 0.11.3-1, released January 2008.

Would be my recommendation as well, alternatively it could be relaxed to
unversioned, since elinks already has a strict versioned dependency on
elinks-data for ages.
