I can confirm this bug in Debian Buster.

Prior to upgrading (eg. in Debian Stretch) it worked normally (left click on
the icon in tray would hide or show transmission-gtk main window). Now it
does the same as right click (shows a submenu in tray).

I'm using icewm.
