The tag 8000001b is not about system compression, but for what Microsoft calls IO_REPARSE_TAG_APPEXECLINK. AFAIK it is a trigger to start (or install) some Windows application. It is not clear what should be expected when accessing such file from Linux, so this is bound to remain unsupported until someone suggests some useful action.
