I noticed that the 'stop' command on lighttpd service fails if lighttpd is not started, which causes the pre-removal script to exit with an error code of 1. In this case, dpkg stop the removal of the package. Very easy to reproduce. So, this bug disallows to upgrade or to remove the lighttpd package.
