I am looking for external adoption of the python-dnsq package.  I'm
assuming that Debian Python Modules Team (DPMT) is a reasonable
candidate if that group is interested.

The package description is:
 dnsq is a high-level wrapper around dnspython for making caching DNS
 queries from Python.

python3-dnsq appears to have no reverse-dependencies in debian, and
I'm no longer using this immediately myself, so i'm not a good
candidate for solo maintenance.

I've updated the package source to use gbp, to use DEP-14, and to be
close to lintian-clean (only testsuite-autopkgtest-missing remains),
and i've placed it on salsa to make it easier for adoption by the DPMT
in case that's useful.

I'm a bit confused about the latest upstream version of this package,
though -- i hope someone else can help figure that out to get the
thing up-to-date in debian.

We have 1.1.2 in debian, but https://pypi.org/project/dnsq/#history
suggests that the latest version is 1.1.6, and
https://github.com/mailgun/dnsq/releases doesn't mention 1.1.6 at all,
suggesting that 1.3.0 is the latest version :/
